11. The Marine Officers second letter shows an

unsatisfactory state of affairs as to the employment

of Lascars and if London were addressed on the point

there is little doubt that the reply would be that the

Colony should supply an adequate staff for its requirements

and the terms of the contract would have to be abided by.
